A company protested the cancellation of a solicitation after bids were opened and a contract award under a second solicitation. The agency properly canceled the solicitation which failed to provide for specific acquisition of unlimited rights in technical data, and it was justified in soliciting for unlimited data rights in the second solicitation. A contention concerning an alleged impropriety in the second solicitation which was apparent prior to bid opening was untimely raised. The protester was not prejudiced by lack of a written agency response to its protest prior to the award. The inclusion of the term "NET 10 PROXIMO" in the successful bid did not render it nonresponsive.
