A protester to a contract award contended that a preaward survey indicated that the awardee did not meet a solicitation requirement concerning the place of performance. The protest was denied since the survey indicated that the awardee did meet the requirement. A matter concerning compliance with contract requirements involved contract administration which is a function of the procuring agency.
