Rejection of Bid Because of Refusal of Office of Telecommunications Policy To Make Appropriate Determination

A company protested the rejection of its offer because an appropriate determination by the Office of Telecommunications Policy was lacking. The protest was not considered since GAO does not review protests concerning adherence to Executive branch or departmental policies, and this protest is analogous to cases where regulatory agency determinations adversely affected offerers' eligibility.
