GAO was asked to respond to a number of questions regarding the evacuation of Saigon, South Vietnam.

GAO found that: (1) the evacuation was ordered by President Ford; (2) employees of the United States government may be reimbursed for personal property losses incident to service; and (3) whether any uncompensated losses may be treated as a tax write-off is a question which can only be answered by the Internal Revenue Service.
