A decision was requested as to whether a Peace Corps volunteer may be reimbursed for the value of equipment stolen from him after the Corps failed to withdraw funds from his readjustment allowance for payment of an insurance premium. Reimbursement may not be made since the agency's negligence was doubtful, and the volunteer's negligence contributed to the loss.
