A company protested the modification of a contract which doubled costs, contending that it constituted sole source procurement. The modification was not justified since the agency did not establish that the incumbent was uniquely qualified. The agency should conduct competitive procurement and terminate the existing contract if award to another firm is advantageous to the Government.
