GAO was asked to respond to a request concerning entitlement to pay for a Federal holiday. In this case, the employee was prevented from working because of a suspension. GAO determined that since an employee is entitled to pay for a holiday only if the reason he did not work was because of the occurrence of the holiday, the employee was not entitled to pay for that day, because they were suspended and would not otherwise have worked on that day.
