Employee's Entitlement to Transportation Agreement

A decision was requested on the entitlement to a transportation agreement of an employee of a Government contractor who was subsequently hired by the Navy. Although he was locally hired on Guam, the employee was entitled to a transportation agreement if he met the qualifications of the Joint Travel Regulations.
