Prior Decision Affirmed and Contract Administration Not Reviewed

Reconsideration was requested of a decision holding that a protest was untimely. The prior decision was affirmed since it was not shown to be based on errors of fact or law, and the protester did not affirmatively prove its case where its statements conflicted with those of the agency. A matter relating to the quantity of orders issued under a contract awarded by the agency to the protester involved contract administration which is not for GAO review.
