A review was requested of denial of a claim for extraordinary contractual relief by a contractor who contended that he was misled by agency personnel into believing that Service Contract Act wage rates did not apply to its guard service contracts. GAO has no jurisdiction to review the denial under Public Law 85-804, and there were no other grounds for relief since the solicitation clearly indicated that the act was applicable and the government is not responsible, in the absence of statutory provision, for actions of its agents or employees.
