Reconsideration was requested of an action informing an employee that his claim for backpay incident to an extended detail to a higher graded position was barred by legislation because it was not received by GAO within 6 years after the date it accrued. According to the legislation, the claim, which was filed with and held by the employing agency, may not be considered, and GAO is without authority to waive or modify application of the legislation. GAO requires agencies to send it all claims which have accrued more than 4 years after receipt.
