The mother of a deceased retired Army member claimed the member's Survivor Benefit Plan annuity because the member designated her as beneficiary even though he was married. The member could not elect coverage for his mother unless he was unmarried, and even though the whereabouts of his wife are unknown, the mother's claim cannot be allowed.
