Protest Rendered Moot by Determination That Protester Was Ineligible for Award

A protester whose bid was rejected for failure to extend its bid acceptance period contended that it would have extended if it had been formally requested to do so by the agency. The protest became moot when determinations were made that the protester was ineligibile for award because it was not a manufacturer or regular dealer under the Walsh-Healey Act.
