A protester to a contract award contended that its proposal was not fairly evaluated because the evaluators were unqualified and that the awardee received preferential treatment. The protest was denied because: responsible positions held by the evaluators constituted prima facie showing of their qualifications, and there was no basis to examine these qualifications; and determination of proposals' relative merit is the responsibility of the contracting agency and is not disturbed unless shown to be arbitrary or in violation of procurement statute or regulations, which was not the case.
