A protester to a contract award contended that its proposal was undervalued, that the awardee was nonresponsive, and that there were improprieties in procurement procedures. The protests to the proposal evaluation and awardee's responsiveness were untimely since they were initially filed with the contracting agency more than 10 days after the protester knew the basis of protest. The Federal Procurement Regulations staff should consider modification of procedures to include preaward notice of unacceptability to unsuccessful offerors in appropriate circumstances.
