Claim for Travel Expenses while Attending a Training Program

Two employees claimed reimbursement for taxi fares to and from lodgings and food facilities while attending a training program. Since the allowance of such expenses is discretionary with the agency and the agency denied the claim on the basis that it represented the personal preferences of the claimants and not necessary expenses, reimbursement was denied.
