The incumbent contractor protested a contract award on the basis that the contracting officer failed to withdraw the small business set-aside after bid opening when he became aware that only one bid was received and that the bid price was unreasonable. The determination to make the award to the only bidder was proper since the price could not be considered unreasonable as it was less than the award price for identical services on the protester's immediately prior contract.
