Highlights

The protester to a contract award contended that a solicitation for cargo containers was ambiguous and that the ambiquity was responsible for its failure to quote a price in one category. The protester contended that the amount involved in the omission was trivial and should have been waived as a minor informality. The bid was properly rejected; the ommission could not be waived as a minor informality since the specification for this item indicated that it was material.
