Rejection of Offer as Technically Unacceptable

A company protested the rejection of its offer as technically unacceptable. The protest was timely since it challenged the agency interpretation of a solicitation provision rather than the propriety of the provision and was filed within 10 days of agency's finalization of interpretation. The offer was properly rejected, however, since parts proposed were identical to parts which malfunctioned in units previously supplied.
