The protester to a contract award believed that the awardee, a joint venture, had misrepresented itself as a small business and alleged that one of the companies in the joint venture had improperly attempted to influence prices by bidding both as a member of the joint venture and as a subcontractor without disclosing this fact. Affidavits submitted by the protester were not sufficient to overcome affidavits denying intent to influence bid prices. GAO does not review questions relating to small business size status, and the procurement was not set aside for small business.
