The protester objected to the rejection of its proposal as late, claiming that the agency failed to provide them with a complete copy of the solicitation in sufficient time for them to submit a proposal by the scheduled closing date. The agency's refusal to extend the date set for receipt of proposals was not arbitrary since the record showed that the agency had a reasonable basis for the refusal and that the principal cause of delay in the protester's receiving the solicitation package was the protester's own tardiness.
