A company protested that the partial termination of its contract was improper, contending that termination was for the purpose of having services provided by an inhouse activity, that there was no proper cost comparison, and that the awardee was not an inhouse activity. The protest was dismissed since decisions to terminate contracts concern contract administration which are generally not reviewed by GAO, and the contention that the award was improper was untimely.
