The Public Printer, requested a decision concerning his authority to adjust the pay of affected employees in accordance with a pay increase approved by the congressional Joint Committee on Printing. The printer may adjust employees' salaries retroactively since it was clear there would be an increase at the time of the submission of the impasse on the amount of the wage increases to the Committee. The next wage adjustment may occur 1 year from the date the wage increases became effective rather than from the later date on which they were approved by the committee.
