The protester objected to the rejection of its bid as nonresponsive, alleging that the nonresponsive bid guarantee error was the result of a typographical error made by the bonding company. The bid was properly rejected as nonresponsive since the bid guarantee deficiency was not de minimis, and the bid bond could not be corrected because the mistakes in bid procedures did not make a nonresponsive bid responsive.
