The protester objected to the cancellation of an invitation for bids after bid opening and the readvertisement of the procurement. The determination to cancel the invitation and resolicit the requirement was proper since the invitation contained contradictory contract completion schedule requirements which kept the bidders from bidding on an equal basis. The fact that no bidder requested clarification prior to bid opening did not preclude the contracting officer from cancelling the invitation when the ambiguity was brought to his attention prior to award.
