A company protested award of a contract, contending that the solicitation unduly restricted competition. Although potential offerors may be precluded from competing because of the solicitation specification, this does not render the specification unduly restrictive if it represents the legitimate need of the agency. It is the right of the procuring agency to determine its own needs.
