Reconsideration of Decision Denying Protest against Failure of Prime Contractor To Follow Federal Competitive Procurement Practices

The protester requested reconsideration of the denial of their protest to a contract award under a request for quotation issued by a firm operating Government facilities under a prime management-type contract. The contractor failed to employ practices conforming to Federal competitive procurement norms in purchasing equipment for the Government--the procurement was not publicized. The reasons given by the contractor for not testing the protester's equipment for possible acquisition are not persuasive.
