A certifying officer of the Forest Service, Seattle, Washington, requested an opinion as to the propriety of paying claims for a "road use rental or toll fee for hauling certain Forest Service timber over roads within the Cedar River Watershed area." The easement which grans the Government use of the road system within the watershed area to transport timber cut from its lands within the watershed area permits the transport of timber cut from Government lands outside the watershed area.
