An advance decision was requested concerning reimbursement of an employee's travel and relocation expenses. The employee, who used a circuitous route to arrive at his new station, can be paid per diem for time spent in travel based on a direct route but should be charged annual leave for excess travel time. He can be reimbursed for the amount paid to his landlord in lieu of notice since the agency transfer notice required him to leave in less than 30 days and for the cost of storage of household goods during a temporary duty assignment since the cost was incident to the transfer.
