Temporary Quarters Subsistence Allowance for Employee Who Changed Apartments

An advance decision was requested concerning a transferred employee's claim for temporary quarters subsistance allowance for a period in which he occupied an apartment from which he moved after finding it unsatisfactory. The claim may not be allowed because the employee's original intent was to occupy the original quarters on a permanent basis.
