Claim for Leave and Compensation by de Facto Employee

A decision was requested regarding an employee's claim for leave and compensation for work performed prior to the effective date of his appointment. The employee can be considered a de facto employee since he performed his duties in good faith. However, as de facto employees do not earn leave, the leave portion of the claim was disallowed.
