A company, protesting the rejection of its bid on the basis of comparative costs with hired labor, argued that the Government's hired labor estimates were unreasonably low. The protester did not affirmatively prove that the Government's estimate was unreasonable, and the agency acted in accordance with statutes in rejecting the low bid which was more than 25 percent in excess of the revised estimated cost of performance by a Government plant.
