The protester objected to the award of a contract to a higher priced offer judged to be technically superior. The determination of the technical merits of a proposal was a matter of agency discretion and was not disturbed since there was no showing that the determination was unreasonable. Therefore, the agency's selection of a technically superior but higher priced offer was not legally objectionable.
