A company requested reconsideration of a decision which concluded that the low bid should not be rejected on the basis of nonresponsiveness because of the alleged failure to furnish complete test data. The prior decision was affirmed because the response to the solicitation did not indicate that the low bidder would not perform in accordance with specification requirements. (SW)
