The Department of Transportation requested advice concerning its authority to grant administrative leave to employees incident to travel by privately owned vehicles as a matter of personal preference. The Federal Aviation Administration authorized travel by common carrier to training courses based on its determination that travel by privately owned vehicles was not advantageous to the government; it was not an appropriate exercise of administrative discretion to excuse employees from duty without charge to leave for excess traveltime because of the employees' election to travel by privately owned vehicle.
