The protester objected to the agency's evaluation of its bid. The determination of the lowest bidder on an FOB origin basis properly included consideration of transportation costs estimated on the basis set forth in the solicitation even though the actual delivery points, known at bid opening, differed from the tentative delivery points specified in the invitation. Denial of the protester's claim of entitlement to waiver of the first article testing was not considered since the denial did not prejudice the protester's competitive position.
