THE WESSEL COMPANY, INC.:

THE WESSEL COMPANY, INC. (WCI) PROTESTS TO THIS OFFICE THE AWARD OF READVERTISED JACKET NO. 233-068 BY THE UNITED STATES GOVERNMENT PRINTING OFFICE (GPO). WCI STATES THAT THE AWARD FOLLOWED THE REJECTION OF ALL BIDS UNDER THE ORIGINAL ADVERTISEMENT BUT THAT THE REJECTION OF ITS BID ON THE BASIS THAT IT WAS "ADJUDGED TOO HIGH" WAS IMPROPER.

THE DOCUMENTS SUBMITTED BY WCI REVEAL THAT WCI WAS NOTIFIED ON MAY 9, 1977 OF THE REJECTION OF ALL BIDS. BY LETTER DATED MAY 16, 1977, RECEIVED BY WCI ON MAY 19, 1977, GPO ADVISED WCI OF THE BASIS FOR THE REJECTION AND ALSO ADVISING THAT ANY FURTHER PROTEST SHOULD BE MADE TO THIS OFFICE.

SECTION 20.2 OF OUR BID PROTEST PROCEDURES REQUIRES THAT PROTESTS BE FILED NOT MORE THAN 10 DAYS AFTER THE BASIS FOR PROTEST IS KNOWN. WCI'S PROTEST WAS FILED (RECEIVED) BY THIS OFFICE ON JUNE 8, 1977, MORE THAN 10 WORKING DAYS AFTER WCI RECEIVED GPO'S LETTER ON MAY 19TH. IN VIEW THEREOF, THE PROTEST IS UNTIMELY FILED AND WILL NOT BE CONSIDERED ON THE MERITS.
