The protester appealed a settlement of his claim for amounts believed due by reason of a change in his military records to a general discharge under honorable conditions rather than a discharge under other than honorable conditions. An Army member's discharge absolutely terminates his contractual relationship with the Government with regard to military pay and allowances. The claim for payment for unused accrued leave at the time of discharge was disallowed since all records were lost or destroyed. Claims for veteran's benefits which may arise as the result of the change in discharge are within the exclusive jurisdiction of the Veterans' Administration.
