Claim for Monetary Losses in Connection with Contract

The protester claimed monetary losses sustained because of alleged improper agency approval of competitors' first article test reports. The claim was denied since the question related to contract administration and was a matter for agency resolution. The waiver of first article testing was not improper where the bidder previously furnished and the government accepted identical or similar items.
