Delayed Promotion When Training Is Interrupted by Military Leave

The Department of the Navy questioned whether promotions can be properly delayed until completion of a training program. Promotions conditioned upon the successful completion of training necessary for satisfactory performance at the higher level can be properly delayed even though the training period is extended by an intervening period of military leave.
