A decision was requested on the propriety of the Civil Service Commission's cancellation of an employee's improper appointment. Since the employee served in good faith, he may be considered a de facto employee and retain the salary earned, but he is not entitled to lump-sum payment for unused leave. The denial of service credit and denial of health and life insurance premium refunds were proper, but retirement contributions may be refunded.
