A company alleged that the nonresponsiveness of its bid was caused by its reliance on erroneous information given by a Government employee. The protester had the responsibility to make its forms conform with essential solicitation requirements. Even if erroneous advice was given by Government employees, an agency must reject a bid as nonresponsive when required by law. The protester's claim for loss of anticipated profits and expenses incurred in protesting the contract award was denied. (SW)
