Claim for Per Diem at Official Duty Station

An authorized certifying officer for the National Oceanic and Atmospheric Administration, requested an advance decision with regard to a claim for reimbursement of the costs of a hotel room rented at his official duty station due to blizzard conditions which prevented him from going home. The claim was denied since an employee may not receive per diem or subsistence at his official duty station regardless of unusual circumstances.
