Overtime for General Services Administration Guards

Stan Gregg, Director of the Finance Division, General Services Administration, requested a decision concerning four employees' claims for overtime compensation for the time required to perform preliminary and postliminary activities relating to their guard duties. Definite amounts of duty-free breaktime may be aggregated to offset employee claims of overtime.
