Protest of Bonneville Power Administration's Failure to Consider Bid

Company protested the failure of the Bonneville Power Administration (BPA) to consider for award its allegedly low bid for a self-propelled aerial platform. BPA is authorized to settle its own contracts, and GAO does not review such bid protests.
