A decision was requested concerning entitlement to housing and cost-of-living allowances of members assigned to a ship home ported overseas when quarters aboard the ship became uninhabitable and there were no available government quarters ashore. Payment of the allowances was authorized even though members were receiving maximum reimbursement for lodging costs under 10 U.S.C. 7572(b).
