Bid Cancellation and Resolicitation

The protester objected to the cancellation of a solicitation issued by the Tennessee Valley Authority (TVA) and the TVA determination to resolicit the procurement. The protest will not be considered since GAO is precluded by the TVA Act from disallowing credit for expenditures made by TVA in carrying out the TVA Act, and, therefore, remedial action, if considered necessary, would be impossible.
