An enlisted member of the Navy appealed a settlement which denied his claim for an initial clothing monetary allowance incident to his recall to active duty. Under applicable regulations, he had only one period of continuous service. Therefore, since he received a full issue of clothing in kind upon his initial entry into the Navy, there was no authority for payment of this claim.
