Rejection of a bid to the Tennessee Valley Authority (TVA) as nonresponsive and the subsequent contract award to another bidder was protested. GAO is prohibited from disallowing a credit for expenditures determined by the TVA Board, so no useful purpose would be served by reconsideration.
