Request for Waiver of Overpayment of Overtime

An employee appealed an action denying his request for waiver of an overpayment of overtime for participation in a sea trial. The waiver was denied since the employee should have suspected that there was an error in the payment which was larger than that he had received for a previous shorter sea trial.
